Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) Scheme 
The Government had announced a new scheme in the Union Budget 2026–27 to support States in setting up three dedicated Chemical Parks through a challenge-based selection process. The Scheme, titled “Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan)”, for setting up three dedicated Chemical Parks, was approved by the Union Cabinet in its meeting held on 24.07.2026. Pursuant to the approval, a Gazette Notification was issued in the Gazette of India on 10.08.2026. Subsequently, the Guidelines for implementation of the BHAVYA Rasayan Scheme have been formulated.

The BHAVYA RASAYAN Scheme seeks to accelerate the growth and development of the Indian Chemical and Petrochemical sector by addressing critical gaps in infrastructure. The Scheme aims to augment domestic production capacity, reduce import dependence and enhance exports by increasing cost competitiveness in the sector. 

All the States are requested to submit their proposals for setting up of dedicated Chemical Parks under the BHAVYA RASAYAN Scheme latest by 30th November 2026. The proposal shall be submitted in the prescribed format along with all supporting documents, drawings, calculations, undertakings and other documents specified in the applicable Scheme guidelines.

All proposals shall be submitted in triplicate (three copies) to the DCPC in physical form and soft copy (pen drive/CD) in a sealed envelope, addressed to:
