The Department of Chemicals and Petrochemicals (DCPC), under the Ministry of Chemicals and Fertilizers, was originally part of the Ministry of Industry until 1989 when it was transferred to the Ministry of Petroleum and Chemicals. On June 5, 1991, it became part of the Ministry of Chemicals and Fertilizers.
DCPC has eight divisions: Finance, Chemicals, Petrochemicals, Administration, Coordination, Economic, Statistics & Monitoring (S&M), and Official Language Division. The department oversees three Central Public Sector Undertakings (CPSUs) in the chemical sector: Hindustan Organic Chemicals Ltd. (HOCL) (https://www.hoclindia.com/), HIL (India) Limited (https://www.hil.gov.in/), and Hindustan Fluorocarbons Limited (HFL) (https://www.hfl.co.in/), a subsidiary of HOCL. The department also manages two autonomous institutes: the Central Institute of Petrochemicals Engineering & Technology (CIPET) (https://www.cipet.gov.in/) ,and the Institute of Pesticides Formulation Technology (IPFT) (https://ipft.gov.in/).

Main objectives:
- Formulate and implement policies and programs to promote growth in the chemical and petrochemical sectors.
- Foster public-private partnerships to drive sector development.
The department broadly covers responsibilities such as:
- Insecticides (excluding administration of The Insecticides Act, 1968)
- Dye-stuffs and intermediates
- Organic and inorganic chemicals (not allocated to other ministries)
- Control and development of related industries
- Petrochemicals, synthetic fibers, synthetic rubber, and plastics industries
- Matters related to the Bhopal Gas Leak Disaster
Each division and sub-division have a wide range of responsibilities, including policy formulation, coordination of national and international events, handling public sector companies, managing investments, and ensuring compliance with environmental, safety, and trade regulations.
Division and their functions:
- Finance Division: Supervised by Shri Manoj Sethi (JS & FA), assisted by Shri S.K. Rabbani (DS), and supported by the team of other officials. This division handles all financial matters, including the budget.
- Chemicals Division: Supervised by Shri Deepankar Aron (JS) assisted by Shri. Kanishk Kant Srivastava, Director; Shri W.B Santosh, Director; and Shri Anurag Chandra, Deputy Secretary and other officials and consultants. This division manages various chemical industry-related affairs, including Bhopal Gas Disaster Rehabilitation, investments, Make in India initiatives, and public procurement. It also handles specific matters like HIL (India) Ltd., HOCL, safety regulations, and disaster management.
- Petrochemicals Division: Supervised by Shri Deepak Mishra (JS) with support from Ms.Vandana, Director and Ms.Shalini Mahajan, Joint Director and other officials and consultants. This division covers schemes related to petrochemicals, skill development, and disaster management. It also handles quality control, foreign trade policies, and plastic waste management.
- Administration Division: Supervised by Ms. Divya Parmar, EA with support from Sh. Shibu Das, Under Secretary and other officials and consultants. This team manages all administrative and establishment matters including engagement of consultants, Gazetted and non-Gazetted officers etc.
- Statistics & Monitoring Division: Supervised by Ganga Kumar, Dy. DG assisted by Shri Gyanendra Pratap Singh, Director; along with officials and PMU staff of ChemIndia Web Portal (https://chemindia.chemicals.gov.in/). This division manages chemical and petrochemical data, updates the directory of Chemical and Petrochemical Units, prepares IIP tables, and updates PMS software and ChemIndia web-Portal etc.
- Coordination Division: Supervised by Shri Ganga Kumar, Dy.DG with support from Shri Chitvan Singh Dhillon, Deputy Director; Ms Manju Singh, Under Secretary and other officials. This team manages all coordination issues including preparation of annual reports, cabinet notes, parliamentary questions, and Republic/Independence Day matters.
- Economic Division: Supervised by Ms Divya Parmar (EA) and supported by Shri Chitvan Singh Dhillon, Deputy Director and officials. This division provides economic policy inputs, formulates sectoral policies, and handles trade and tax-related matters.
- Official Language Division: Supervised by Ganga Kumar, Dy. DG and assisted by Shri Rakesh Kumar Jha, Dy. Director and other officials. This division addresses all the matters relating to the Official language.
Special Cells: Apart from the aforesaid divisions there are various Special cells inter alia, the Technical Support Cell, Industry Facilitation Cell, Project Development Cell, and Standardisation Cell, which support industry facilitation, chemical safety, disaster management, and investment promotion.
